Performance Max ZIP exclusions

Build exclusion lists that match how Google resolves location targeting.

1. Create a location with an exclude-focused mode (donut outer exclude or exclude-only).
2. Export the exclusion ZIP list as Google Ads CSV or paste batches.
3. In Google Ads, apply location exclusions at campaign or asset-group level as appropriate.
4. Revisit weekly with search term / geo reports — ZipFencer does not auto-sync live Ads.
