Google Ads country exclusion list for US campaigns

When to use this list
Advertisers running US-only campaigns often add international exclusions as a belt-and-suspenders guard — especially when Location options are set to Presence or interest, which can match searchers abroad researching US cities.
If your positive targeting is already United States only with Presence selected, Google generally will not serve ads internationally. Exclusions are optional redundancy, not a requirement.

How to paste in Google Ads

Open the campaign → Settings → Locations.

Under Excluded locations, click Advanced search.

Check Add locations in bulk and paste the full list below (one country per line).

Click Search, review matches, click Exclude all, then Save.

Set Location options to Presence if you want people physically in your US geo only.
This list fits in a single bulk paste for US-targeted campaigns. Google documents a separate ~122 country-level exclusion limit only when positive targeting is set to all countries and territories — a different setup than targeting the United States and excluding everything else (Google Ads Help).
